Police ‘predator’ who filmed up women’s skirts forced to sign sex offenders list

A pervert ex-police officer who secretly filmed up women’s skirts while on duty or in uniform ‘to satisfy his own sexual gratification’ has been placed on the sex offenders register.

Kevin Dwyer, 39, admitted to two counts of voyeurism and ten counts of outraging public decency.

Dwyer, of Sunny Bank Close, Newton-le-Willows, was serving as an officer with GMP at the time of his arrest and was subsequently suspended from duty throughout the course of the investigation.

The cunning 39-year-old also hoarded videos of footage filmed of people engaging in private acts in homes across Manchester, Chester and Warrington.

Joanna White, Senior Crown Prosecutor for the North West Complex Casework Unit, described how Dwyer abused his uniform to carry out the erroneous acts.

“Kevin Dwyer committed acts which can only be described as predatory,” she said.

“He followed young women and filmed them without their knowledge in order to satisfy his own sexual gratification. 

“Evidence uncovered from Dwyer’s mobile phone and computer contained videos and still images which he had taken up their skirts in public areas and through the curtains of private homes.

“And on one occasion he filmed one of the unsuspecting women when he was in uniform and on duty, purporting to be making enquiries.

“Kevin Dwyer has failed to live up to the high standard of conduct expected of those who serve with the police service.”

Detective Inspector Chris Packer from GMP’s Counter Corruption Unit, said: “When officers searched Dwyer’s house they seized his mobile phones and when they were examined by officers from the High Tech Crime Unit, a catalogue of indecent videos were uncovered that he had filmed over the course of a number of years.

“These videos were filmed without the knowledge of his victims; showing a complete lack of regard for their privacy for his own sexual pleasure.”

At Manchester Crown Court today, Dwyer was also ordered to sign the sex offenders register, a Sexual Offences Prevention Order granted for five years and was summoned to attend a sex offender’s course

Dwyer’s deceitful cover was blown on Thursday May 15 2014, when a warrant was executed at his home.

The Newton-le-Willows raid saw the seizure of three computers, a Sony Camcorder, an iPad, a mobile phone.

A number of memory cards found at the property were forensically examined by the GMP’s high Tech Crime Unit.

DI Packer added: “The conduct of former PC Kevin Dwyer fell well short of what is expected of a police officer.

“Police officers, staff and the communities of Greater Manchester would be appalled by his actions, which detract from the hard work that our officers and staff do on a daily basis.

“GMP expects the very highest standards of all its officers and staff. They should be honest and act with integrity and should not compromise or abuse their position.

“When we receive information or intelligence that someone is involved in such immoral activity we will take decisive and robust action.”
